Considering pretty much ALL rides that are erected are painted WHILE still erected, then I think they will built it before they start to paint it.
Which reminds me of another question... What kind of paint do they use? Obviously, not a very strong UV protective paint, because it seems like paint schemes fade after a couple years, and it's either rolled on, or sprayed on.
This is probably a wild guess and might not be right at all, but it wouldn't surprise me if they use so sort of electrostatic spraying system. Similar to how car bodies are painted. They'll 'charge' up the section(s) of track, then by using the static generated by the spray gun the paint sticks much more evenly, efficiently and quickly.
This would obviously be much easier to do before putting the track in place, however there's no reason why it couldn't be done once erected.
As for the type of paint, it'll just be some sort of industrial outdoor paint. Nothing too fancy I wouldn't have thought.
