Togo Catwalks

There are not only Togo Coasters with catwalks all the way around, almost all of the Japanese coasters have them.
It's a safety thing, if a train get stuck during an earthquake then the people on board should be easy to evacuate, hence the catwalks all the way around...
 
^But why not just on the lowest parts? Not on all the inclines...
 
You never know where one might derail and get stuck, but some newer coasters (intamins) only have them close to the ground though...

Some Japanese laws are a bit strange...

Yeah, seems a bit over the top, but I guess it's just the strange rules in Japan...
 
^ That was due to bad maintenance, I doubt that a Earthquake could snap an axle on a well maintained ride.
 
After looking at the opening dates of SkyRider, Shockwave, and Manhattan Express, the first two opened a decade earlier than the latter. Togo may have felt more comfortable installing a ride without them at a later date after building many rides prior to it or they realized that it just wasn't necessary.
