That is Minnichi Isshyo, a Japanese phenomenon created by Sony. The game is mostly a news update by Neko (the white cat) and Kuro (the black cat). If you watch a ToroStation news broadcast then the cats ask you if you enjoyed the show. At the end, you get to spin a wheel and hopefully you'll get something you can give to your cat. You can also download accessories for you room that Neko stays in. The main point of the game is to update you with gaming news about the PS3. It's pretty much like G4's the Feed, except with very verbose cats. And yes, there are mind games that are simply just fun.

This is mainly for the Japanese gamer hence why it's on the JPN PS store. I doubt it will come to the US PS Store because I don't think US gamers want to read all that text.
