Ignoring the whole concept art doesn't mean that's what a park is getting argument (concept art is way earlier in a parks design process than ride contracts)

A wing coaster was never signed for Shanghai. The park was surprisingly open with its tendering process. The park released exactly what rides it is getting and by whom very early in.

Anyway even if at one point they thought about putting a wing coaster here it was almost certainly shelved well before any deals were signed with B&M. It's really not good practice to buy rides before you have pretty concrete plans for your park. (Wanda seeming to be the exception here, although they only reshuffled rides when the business got into trouble)

I think there's very little chance Merlin signed a ride deal for Shanghai and then removed it to be sent to another park.

More likely if there is indeed a 10th ride? It's always been going to another Legoland park like Beijing (for which we don't have any plans for yet) or it's for another Merlin park and they simply haven't released the info yet.
