They can get to the animals to put them down,but not to rescue them?

I think they shot them with some sort of tranquilizer gun type deal form the sde of the flooding... Not sure though.

They shot the buffalo. You can do that from a great distance. Plucking 500+Kg animals from the water requires that you get close.
