Alton Towers rail link in 4 years?!?

It depends if any future transport links actually decrease the amount of traffic passing through the local villages.

I can only see a major bypass in the local area actually doing anything to help relieve traffic problems. Any train line would need to be connected up to Derby, Nottingham and Stoke directly, without having to traverse silly little winding lines.

If the rail link is done properly, connecting to all the big stations in the area, then this is a fantastic development, making the park much more accessible to people. Blackpool have a train stop that spits you out right outside the park, so makes sence that Alton have one.
