Yeah, the theme park boom in China is seen as a sign of the country becoming more Capitalist, and in The UAE - theme parks are seen as a statement of wealth and development!
And in some countries, whilst theme parks aren't state owned they have some GOV funding! or its run partly by the GOV...

I think they'd have to make them more like 'souvenir guides' were back in the day with a pull out map, so its more in-line with a Merch Item than just charging for something that was once free. a step up in quality, and i'd be for that more inclined to want to buy one.
Same! Only solution which I'd be happy with is sell them! make them good quality and artful and i'd happily spend 5 euro on one etc. or return to souvenir booklets etc.
Chiapas.......It's a ride i'd love to love (cos Phantasialand obviously) but the 3inch of water thats always sloshing around in the bottom of the boat always gives me a shoe full instantly - then my socks are squelchy for the rest of the day (not helped by River quest)... also gives those lapful...

Another factor is a lot of European parks are family owned and/or higher Managers are Goons (Liseberg/Tripdrill).
I think this makes a difference as there's actually love going into the running of them - instead of just running it as any old business
so family business don't get so spooked...
Also the UK being an island, the UK theme park market......Is mainly limited just to UK residence! So our Catchment area on an international scale is limited! That is why any park north of Alton towers doesn't fair well..... because the market is limited due to accessibility - and this impacts...
From the illustration it screams Mack to me... hence my comment about Merlins Quest! not sure if the park has worked with Mack yet.... no real reason why they shouldn't!

I feel like this might have been the case - and maybe they thought it was an innovative/ good idea at the time - only to find the colours splashed into each other and the colours muddled - loosing the effect. I know from reading about Disneyland's Defunct 'rainbow caverns' which used this effect...
