Absolutely. Big Dipper at Belmont Park (located in San Diego) is very old, I'm talkin 1920s. I would not assume that ride had undergone "safety envelope" testing XD

The thing is, I've never been able to discern a rattle on steel coasters. And I absolutely love San Diego's Big Dipper, which is a notoriously rough woodie, so I think it's safe to say rattles don't bother me XD
