Kingda Ka Top Hat Fins

They are on the "down side" on the top hat. They are there to reduce the chance of a Roll-Back. TTD don't have them which makes it more prone to roll-backs.

How?
By launching the train a little faster than needed, then these trims re-move that extra speed so that the train don't go too fast on the downward spiral...
 
I do 100% agree with loefet but maybe the're like holding brakes on B&M diving machines?

They're magnetic brakes, so they can't hold a train. Basically magnetic brakes exert a braking force on a train that is proportional to the speed of the train (so the faster the train's going, the harder the brakes). So if the train's not moving, it can still roll freely, so couldn't be held on an incline.
