That is correct. It's the park's discretion where and how many rotation fins they place on their free spin. I believe that it was mentioned in the Dragon Slayer topic that some parks even have one side be less intense than the other.
It looks like the first half of the ride will remain standing for some time still, although it doesn't really matter because they can obviously fit a free spin in the space they've freed up with the removal of the figure 8.
"Used Rides" dot com is also listing that Intamin multi-looper and they do have a price disclosed: $500,000. I don't recall seeing this website like I have Amusement-Rides so I can't speak to the validity of the listing.

That'll be tough for them considering that essentially all of the rides save for Silver Comet have been removed. They would have to more or less hit the reset button, which would actually be a good thing for Fantasy Island.
