I'd say this seems a bit pessimistic. Before Icon, the park had been making medium sized investments every couple of years with Nickelodeon Land, the Wallace and Gromit ride and Sky Force. It wouldn't be that surprising if another similar investment opened in 2020, as it would follow the trend...
Most of that isn't actually far off though, apart from the old Vekoma track on the right. Has anyone got any photos of these construction borders? They're not reliable in accurately depicting the ride, I agree, but they would be interesting to see.

Or maybe it’s just a hint that it’s simply a Mack spinning coaster in general? Like that’s the name of another Mack spinner, maybe that’s all they’re going for.
