It's in the post all: "ballast bag". To @Peter Immelmann's point, a more improvised water dummy than one with more body form/designed to fit within the restraints for regular testing. Something more akin to photo 1 than photo 2 below:

Overall wouldn't read too much into that, as it could be a bad mount point or simple on-ride jostle that isn't noticeable from the rider seat. (See the TTD POV below) Or at the very least... still smoother than Kingda Ka. :P
