Yeah, RCTW is garbage. The freeform tool is best used on super small elements. Any form of large elements and it just goes all kinds of bonkers. You can smack G and have some form of grid appear, but that makes things only slightly less awkward.
The path tool is also ****. It connects to some areas, but others are a no go. Staff wont do anything either really.
Im keeping mine to see how it pans out and if they take ANY of the advice and wants the fans are shoving into their face.

You need to be requesting that refund. Publishers do this because they've been able to get away with it for years. Atari in particular has a reputation at the moment for taking established names, handing them off to unknown development teams and releasing half assed crap masquerading as a game in order to make a quick buck from the brand. It's unacceptable, but they keep doing it because it's making them money.
Get the refund, and see if it improves. You can always re-purchase later if they manage to fix and polish the game, and it may even have dropped in price by then.
