Slowing down the launch is (nearly) always an option. But with the highest element directly after it, your options are limited. Keep also in mind that the energy of a train is related in a quadratic function to the speed. Meaning: if the train goes 10mph at the slowest point, mph at the launch...

Wouldn’t be the first time that happened, BUT I only see limited amount for trimming. Every high element is traversed fairly slow (although not crawling), so they can only reduce the trains momentum by a comparably small amount before it doesn’t make it through. The best point to take speed off...
